FREE CHIPPING
Maintaining the legally-required 100 feet of defensible space around your property can be a challenge for homeowners. Once you’ve taken the necessary steps to protect your property by thinning and trimming hazardous brush, you are often left with large piles of dry vegetation, which can themselves become a fire hazard.
That is why we created our No-Cost Chipping program for residents in high-fire risk properties in San Diego County. Once you’ve done the hard work of preparing the space, our contractors come out and chip the cleared vegetation for you, free of charge. The chips are left with you and can be used as a weed suppressing mulch on your property.
Once your piles are prepared and ready for chipping, please call the Fire Safe Council at 619-562-0096 to sign up or Diana Hake at above number.


DEFENSIBLE SPACE ASSISTANCE PROGRAM
​The Defensible Space Assistance Program (DSAP)
 was created to help low-income seniors and physically disabled persons adhere to defensible space regulations. If you are physically and financially unable to maintain the state-mandated 100’ of defensible space around your home, our Defensible Space Assistance Program may help.

DSAP Services Provided:
  • Brush and tree trimming/thinning.
  • Raking of dead leaves and pine needles.
  • Chipping of removed vegetation. Chips are left onsite.
  • On-site education about effective defensible space.
  • Initial one-day defensible space clean up.
  • Performed by professional contractors, who are bonded and insured.


Guidelines:
  • Must be over 65 or have a medical physical disability making it impossible for you to do the clean-up work yourself.
  • Must be deemed financially unable to hire a contractor:
    • One-person household: Income is less than $2,842 (monthly) or $34,100 (annually)
    • Two-person household: Income is less than $3,246 (monthly) or $38,950 (annually)

  • This program is funding dependent and services are offered on a first-come, first-served basis as program funds are available.
  • Dead tree removal is not included in this service.
This program is offered by the Fire Safe Council San Diego County in partnership with the Resource Conservation District of Greater San Diego County.  Funding is currently provided by a grant from San Diego Gas & Electric.

San Diego County Ordinance - Chapter 5 - Unincorporated Areas

SEC. 68.563. STANDARDS FOR CUSTOMERS.
 
            Property owners or any person being provided with residential, commercial, or industrial collection service (solid waste, recycling and/or green waste) in the unincorporated areas of the County shall comply with the following regulations:
 
            (a)        All reusable containers for collection service shall be of an adequate size and in sufficient numbers to contain without overflowing all the refuse that a household or other establishment generates within the designated removal period and shall be equipped with tight-fitting lids or closures.
 
            (b)       When plastic or paper bags are used as containers for collection service, they shall be tied or sealed when set out for collection.
 
(c)            Property owners and/or persons receiving residential, commercial, or industrial collection service shall not place containers in a manner that impedes access to neighboring driveways, mailboxes, or easements.
 
(d)           No person shall place, deposit or permit to remain any solid waste or containers for solid waste on streets, curbs, or sidewalks before 6:00 p.m. of the day prior to the regular day for collection by the franchised collector, or after 12:00 p.m. on the day following collection day.
 

(e)            Violation of this ordinance shall be charged as an infraction, except that a person convicted of two or more violations in a one year period, may at the discretion of the prosecutor, be charged with a misdemeanor.
 
Section 3.   Effective Date and Publication.  This ordinance shall take effect and be in force on August 14, 2004, and before the expiration of fifteen days after its passage, a summary hereof shall be published once with the names of the members of the Board voting for and against it in the San Diego Commerce, a newspaper of general circulation published in County of San Diego.
PASSED, APPROVED, AND ADOPTED this 14th day of July, 2004.



Sec. 62.669.  RESTRAINT OF DOGS REQUIRED. SAN DIEGO COUNTY ORDINANCE
 
            (a)  Any person owning or having custody or control of a dog shall at all times prevent the dog from being "At Large" and from being in violation of other provisions of law.  However, dogs may be unrestrained by a "Leash" while assisting their owners in legal hunting, in the herding of livestock as permitted by law, or on public property with the written permission of, and for purposes authorized by, the agency responsible for regulating the use of such property; so long as such dogs are under direct and effective voice control to ensure that they are not in violation of any other provision of law.  This section does not apply to dogs assisting peace officers while performing law enforcement duties.  Any person who violates any provision of this subsection is guilty of a misdemeanor.
 
            (b)  Any person owning or having custody or control of a dog that is lawfully on any private property, shall keep the dog either on a leash or tether, under direct and effective control by voice or electronic pet containment system, or in a building or enclosure that is adequate to ensure the physical confinement of the dog and meet humane standards.  Nothing in this subsection shall be construed to provide impoundment authority.
